Position Description
Position Title: Chief Financial Officer
Reports To: Director, Midcoast Regional Redevelopment Authority
General Summary
Under the general direction of the Executive Director the Chief Financial Officer (CFO) is responsible for the direction and oversite of financial and administrative matters including accounting, financial reporting, budgeting, long-range financial plans, accounting and MIS internal control procedures, payroll, and banking and audit firm relationship, and procurement of goods and services.
The CFO performs executive and administrative work at the senior level. Assists and supports the Executive Director of MRRA with the development and implementation of short- and long-term plans to meet the goals and objectives of the Authority by analyzing, planning, coordinating, directing, and assuming responsibility for the implementation reuse plan for Brunswick Naval Air Station (BNAS) in Brunswick and Topsham. The CFO assumes a key leadership role in assisting the Executive Director with a variety of organization duties including initiating and leading project teams, budget preparation and monitoring, and grants management.
Responsibilities include oversite of the financial management of the Midcoast Regional Redevelopment Authority which operates the Brunswick Executive Airport, a private corporation known as Brunswick Landing Realty Redevelopment which operates Maine’s largest business incubator known as TechPlace with forty-two early stage companies that share workspace, the Brunswick Landing Electric Utility serving 380 customers, the Brunswick Landing Water Utility District serving 172 customers and the Midcoast Charitable Foundation a registered 501(c)(3) that makes annual charitable grants from venue fee revenues paid to the Airport.
Anticipates and conducts research on emerging issues relating to the development and implementation of the reuse plan for BNAS and formulates effective options and alternatives for the Director’s and/Board’s consideration.
The CFO will also work closely with the Executive Director on negotiations with the Navy on property transfer strategies and implementation strategies.
The CFO will serve as the lead staff person on developing, analyzing and preparing recommendations regarding capital improvement and operational plans, and alternative financing vehicles.
Serves as the Executive Director of MRRA in the absence of the Director.
Essential Job Functions
- Plans, organizes and directs accounting, budgeting, auditing, purchasing, investment of funds, and revenue administration.
- Audits and exercises budgetary control over payment of bills, invoices, payroll and all other vouchers for payment.
- Directs implementation of accounting systems and procedures.
- Prepares financial statements and reports for presentation to the Finance Committee and Board of Trustees reflecting the financial standing of MRRA, maintains supporting records of financial transactions.
- Works closely and cooperatively with independent auditors to assure compliance with state and national standard accounting procedures including conformance with GAAP and GASB.
- Recommends policies and procedures to comply with the independent auditor’s recommendations, and all applicable laws and regulations; ensures implementation.
- Establishes standards of performance for each position supervised and conducts performance evaluations; coordinates staff and develops staff development programs.
- Responds to information requests/complaints from the customers and policies; ensures that customer/public service and sound effective communications with the public are a priority.
- Serves as technical and professional finance advisor and provides staff support to administrative staff, the Board and committees.
- Selects, directs, trains and evaluates personnel; meets and confers with groups and organizations concerning finance issues and services.
- Responsible for assuring that monthly financial statements are prepared as well as other financial reports as necessary to ensure timely and accurate reporting of the MRRA’s financial results.
- Responsible for oversight of invoice processing functions as performed by MRRA staff to determine accurate and comparable reporting of MRRA’s expenditures.
- Responsible for oversight of the MRRA’s management information systems (i.e., computer network, personal computers, internet access, etc.) through a third-party contractor. This responsibility also includes the assurance that the MRRA has technologically current hardware and software and a mechanism to maintain the systems in a timely and reliable manner.
- Responsible for oversight of the MRRA’s property/liability insurance programs and employee benefits programs.
- Responsible for overseeing the filing of timely grant reports summarizing the financial status of the MRRA’s various grants.
- Responsible for the preparation of a draft annual budget for the Executive Director.
- Responsible for liaison with the MRRA’s external Certified Public Accounting firm and any governmental auditors associated with the MRRA’s grant programs.
- Assist in establishing administrative objectives for the budget and identifying budgetary constraints, evaluating budget and developing final budget recommendations for consideration by the Authority Board.
- Maintains personal professional development in own field of expertise by attending related training seminars and actively participating in professional associations.
- Prepare reports, attend civic meetings and address groups as a representative of MRRA as assigned by the Director.
- Performs other related duties as required.
Skills, Experience and Training Required
Duties require knowledge of public or business administration, planning and economic development or related field equivalent to completion of a master’s degree and ten years of related experience, or equivalent combination of education and experience.
- Ability to lead, manage, motivate and direct the activities of subordinate staff (currently one position – Finance Officer).
- Excellent customer service skills with the ability to proactively establish and maintain effective working relationships and deal courteously with business executives, vendors, associates, employees, internal departments, federal, state, regional and local agencies, community organizations and the general public.
- Ability to establish priorities, organize work and develop short term and long-range plans.

Working Conditions/Physical Demands
Normal office environment. Minimal physical effort required; normally seated with freedom of movement on a regular basis, operating office machines and handling light materials and supplies. Regularly operates a desktop computer, requiring hand-eye coordination and finger dexterity; and routinely communicates face-to-face and on the telephone. Frequent extended hours.
