Visit Virtual Land Use Meeting and Take Survey
Dear Friends,
The Midcoast Regional Redevelopment Authority (MRRA) is engaging in a new land use planning process and we need your help to be successful. The parcel is 144 acres and is located on the west side of the former base, between Harpswell Road and the Executive Airport.
In 2007, the Plan to reuse the former Naval Air Station recommended conveying this land to public entities at no cost to the recipient; technically referred to as a public benefit conveyance (PBC). At the time, approximately 250 acres of land were conveyed to Bowdoin College with the purpose of meeting their educational needs. Bowdoin has since concluded that 144 acres of the original parcel will not be needed. The only option available is to transfer the land back to MRRA. In turn, MRRA is required to go through this planning process to develop what is known as a Reuse Plan.
MRRA has engaged Sebago Technics to work with us to develop this plan. In addition to developing a rigorous public engagement process, they will also be preparing a plan of the existing conditions of the land, developing concept plans for how the land could be used, and working with the Town to develop the appropriate zoning and comprehensive plan language. A market analysis will also be completed by Jeffrey Donohoe Associates. For those of you familiar with the process that was done in 2007, it will be very similar, but on a smaller scale.
Regrettably, in-person meetings can’t happen until the COVID-19 pandemic has passed. But there is an alternative! Sebago Technics has developed a “virtual meeting” that you can participate in at your convenience, at your pace, and from the safety of your own home. The meeting includes a tour and a survey to gather your opinions. No one is looking over your shoulder, so you choose your adventure! We hope you will enjoy it.
I want to emphasize the importance of filling out the survey. It’s how we hear your voice and ideas. And please encourage your family, friends and neighbors to participate.
Once we hear from all of you, Sebago Technics will develop some alternative concept plans that show different levels of development. Once those plans are done, we will hold another meeting (probably remotely) to decide the best plan.
