Midcoast Regional Redevelopment Authority Takes Proactive Steps Toward Environmental Stewardship at Brunswick Executive Airport
Brunswick, Maine — The Midcoast Regional Redevelopment Authority (MRRA) today announced a collaborative agreement with the U.S. Environmental Protection Agency (EPA) that reinforces its commitment to environmental responsibility and long-term community safety at the Brunswick Executive Airport. The agreement comes following an August 2024 accidental release of AFFF, a fire-suppression agent historically required under national fire code standards
Under the terms of a Consent Agreement between EPA Region 1 and MRRA, MRRA will implement a multi-phase remediation and modernization project to clean or replace the legacy fire suppression systems which once contained Aqueous Film Forming Foam (AFFF) materials containing PFAS (per- and polyfluoroalkyl substances) from four airport hangars (Hangars 4, 5, 6 and 7).
Executive Director Daniel Stevenson reported that all AFFF has been removed from all hangars at Brunswick Executive Airport.
The Agreement includes the following key objectives:
- Comprehensive Remediation Plan: MRRA will submit a detailed scope of work forEPA review and approval by December 31, 2025, which will outline MRRA’s plan to clean or replace fire suppression systems in the affected hangars and ensure the permanent removal of PFAS-containing materials.
- Project Launch by March 2026: While MRRA already removed all AFFF from the Brunswick Executive Airport, the Agreement allows MRRA until March 1, 2026, to start work.
- Ongoing Oversight: MRRA will work with certified contractors to verify system cleansing and report progress to the EPA and Maine DEP to ensure compliance with the EPA approved scope of work throughout the work.
- Completion by End of 2027: MRRA will complete all of the work by December 31, 2027.

The MRRA/EPA agreement was developed in consultation with the Maine Department of Environmental Protection and includes milestones to ensure transparency, environmental safeguards, and public accountability.
MRRA’s actions are consistent with national efforts to transition away from older AFFF systems toward safer, PFAS-free alternatives—supporting both environmental sustainability and updated fire safety practices.
This initiative aligns with MRRA’s broader mission to responsibly redevelop the former Naval Air Station Brunswick into a vibrant center for business, innovation, and community growth.
